Annual Salary Range: $110,000.00 – $140,000.00 (range is dependent on years of experience)
Description of Position
The Purchasing Manager is responsible for leading and overseeing all procurement, inventory, and vendor management activities to support construction, service, insulation, and fabrication operations. This position partners closely with Project Managers, Project Engineers, Foremen, Shop Superintendents, Estimators, Finance, and Executive Leadership to ensure materials, equipment, and services are procured efficiently, cost-effectively, and in accordance with company standards. The Purchasing Manager develops and maintains strategic supplier relationships, negotiates pricing and rebate agreements, monitors inventory and procurement expenditures, ensures compliance with tax and audit requirements, and provides leadership and guidance to purchasing personnel. This role plays a critical part in supporting operational success through forecasting, procurement planning, cost control, process improvement, and continuous collaboration across departments.
Responsibilities
- Lead and oversee all purchasing, procurement, inventory, and vendor management activities to support construction, service, insulation, fabrication, and related business operations.
- Partner with Project Managers, Project Engineers, Foremen, Shop Superintendents, Estimators, and other stakeholders to forecast material requirements, support project schedules, and ensure timely procurement and delivery of materials, equipment, and services.
- Evaluate, select, and manage suppliers; negotiate pricing, rebates, contracts, and service agreements to achieve favorable terms, cost savings, and reliable supplier performance.
- Create, issue, manage, and close purchase orders while ensuring purchasing activities comply with company policies and financial controls.
- Supervise and support purchasing personnel, including Service Department purchasers, providing guidance, training, and oversight to ensure consistent processes and performance.
- Monitor inventory levels, pricing trends, vendor communications, and supply chain conditions to maintain material availability and minimize operational risks.
- Oversee monthly physical inventory counts, inventory reconciliations, and job requisition processes to maintain accurate inventory records and reporting.
- Review and reconcile purchase orders, invoices, and related documentation to ensure accuracy, proper tax treatment, timely processing, and compliance with month-end accounting requirements.
- Collaborate with Accounts Payable, Finance, and external auditors to maintain complete procurement documentation and support audit readiness.
- Track procurement costs, including Not-to-Exceed (NTE) expenditures, and provide reports and analysis to support budgeting, forecasting, and cost control initiatives.
- Maintain strong supplier relationships, resolve procurement-related issues, and conduct periodic vendor performance reviews to ensure service, quality, and operational objectives are met.
- Support estimating and project teams by obtaining quotations, reviewing bids, assisting with Requests for Quotation (RFQs), and providing product lead times and pricing information.
- Ensure compliance with contractual, tax, regulatory, and project-specific requirements, including NDA, OSHPD/HCAI, and R&D-related projects.
- Participate in departmental, operational, and leadership meetings, providing procurement updates, recommendations, and strategic support.
- Assist in the development and continuous improvement of purchasing procedures, procurement logs, standard operating procedures, and internal controls.
- Perform other duties and special projects as assigned.
Supervisory Responsibilities
- Directly supervises and mentors purchasing personnel.
- Provides training, guidance, and performance oversight for purchasing staff.
- Ensures purchasing team members adhere to company policies, procurement procedures, and internal controls.
- Supports continuous improvement and professional development within the purchasing function.
Qualifications

- Minimum of 7-10 years of progressive purchasing, procurement, inventory management, or supply chain experience.
- Experience within the construction, mechanical contracting, HVAC, plumbing, fabrication, industrial services, or related industries strongly preferred.
- Comprehensive knowledge of procurement practices, contract administration, vendor management, and strategic sourcing.
- Experience negotiating pricing agreements, rebates, and supplier contracts.
- Strong understanding of inventory management, warehouse operations, and material forecasting.
- Working knowledge of accounts payable processes, invoice reconciliation, and month-end close requirements.
- Knowledge of California sales and use tax requirements and experience reviewing invoices for tax compliance.
- Familiarity with public works, OSHPD/HCAI, NDA, and R&D project requirements preferred.
- Proficiency with ERP, accounting, purchasing, and inventory management systems.
- Advanced Microsoft Office skills, including Excel for reporting, data analysis, and forecasting.
- Proven ability to establish priorities, manage multiple projects, and meet critical deadlines.
- Strong decision-making, problem-solving, and organizational skills.
- Ability to drive process improvements and implement purchasing best practices.
- Capability to collaborate effectively with project teams, field operations, finance, executive leadership, and external vendors.
- Ability to work independently and exercise sound judgment in a fast-paced environment.
Physical Requirements
- Capability to use standard office equipment such as computers, phones, printers, and scanners
- Occasional prolonged periods of sitting at a desk and working on a computer
- Visual acuity to read technical documents, schematics, and computer screens
- Ability to work safely in warehouse, shop, yard, or construction environments, which may include exposure to varying temperatures, dust, noise, and moving equipment.
- Ability to stand and walk for extended periods while conducting inventory counts.
- Frequent bending, stooping, kneeling, reaching, and climbing ladders or step stools to access inventory in various storage locations.
- Ability to lift, carry, push, and pull materials weighing up to 25-50 pounds on a regular basis (or greater with assistance, depending on business needs).
- Capability to perform repetitive tasks such as scanning, counting, and recording inventory information.
